Elementary K-3 Highly Capable Program - November 5 application deadline

Snohomish School District's K-3 highly capable services are provided in the general education classroom with learning opportunities around depth, complexity and acceleration.  

Indicators may come from classroom-based assessments, CogAT scores along with parent/guardian and/or teacher observations. Students who may be a candidate for highly capable services are those who exhibit some of the following characteristics: 

  • Learns more rapidly and easily than their peers 
  • Offers original and imaginative responses 
  • Has extensive vocabulary 
  • Asks many questions 
  • Has a sophisticated sense of humor 

Students in grades K-2 can be referred and participate in this window. Students already identified for the K-3 Highly Capable Program do not need to go through this process. Snohomish School District universally screens all 2nd grade students unless opted out.

  • Referral window: September 22 through November 5, 2025
  • Student CogAT testing: November through December 2025
  • Multidisciplinary Placement Committee identification meeting: February 2026
  • Decision letters mailed to families: By March 1, 2026
  • Acceptance and appeal deadline for families: March 18, 2026

To be considered for K-3 Highly Capable Program services, forms must be submitted through ParentSquare or a hardcopy of the forms returned to your home school by Wednesday, November 5.
